The current Southeast Transportation Consortium (STC) is nearing its second extension to round out 10 years of productive work. In that 10 year period at least 12 research products have been produced on a wide variety of topics of interest to the AASHTO Region 2 member states. Additionally, the technology transfer and idea sharing between the states has benefited all involved states immensely.
1. Plan and conduct STC meetings to establish research priorities, share research findings, and exchange information in a peer exchange setting. Each member state may utilize funds for one member of each organization to attend and participate;
2. Discuss and screen potential research or synthesis projects and seek partners from the public academic, and private sectors to collaborate on these projects utilizing available resources to ensure research is not duplicated;
3. Conduct research and synthesis studies;
4. Hold a multi-state peer exchange for up to three (3) STC member states on a topic of their choosing, in which each state will need written approval from their respective Division office;
5. Communicate and disseminate research results and innovative practices through publications and other technology transfer activities;
6. Communicate the impacts of the STC to national leaders in transportation.
1. Conduct synthesis or research studies. It is estimated that 80 percent of the funds committed to the pooled fund study will go towards conduction of synthesis or research studies determined to be of interest to the pooled fund members.
2. Hold a multi-state peer exchange per year on one topic of interest and invite national experts to participate in conjunction with the STC annual meeting. It is anticipated that 15 percent of the funds committed to the pooled fund study will fund the travel to, participation in, and completion of the multi-state peer exchange held in conjunction with the STC Annual meeting.
3. Disseminate results of the peer exchanges, synthesis studies, and research projects through technology transfer products such as publications and workshops. The remaining 5 percent of funds committed will be used to disseminate the results of the STC effort.

Funding is desired at the start of the project to ensure that services can be provided as anticipated. We estimate the cost to complete this effort to be $140,000. Participation is requested to be $20,000 per state, which will fund travel and expenses for two (2) representatives to participate in the workshop and meeting. The location of the workshop is to be determined, but will likely be held in conjunction with another meeting or conference. A 12-month schedule is anticipated, with a December 1, 2014 start date and a November 30, 2015 end date. As noted, the survey and interviews will be conducted over a 4-to-6 month period, the workshop/meeting will be held approximately halfway through the project, and identified research will be initiated after the workshop. The State Response to Energy Sector Development TPF may be continued in future years, addressing identified research needs, as well as a providing ongoing information sharing and updates on best practices
