At the 1988 joint WASHTO Construction/Materials meeting in Kalispell, Montana, several WASHTO States expressed a strong interest in a coordinated effort to develop a model set of quality assurance specifications applicable to the western States. Eight States indicated a willingness to participate and offered to support the effort with HPR funds. FHWA endorsed the proposed study and a memorandum of support was signed by the Regional Adminstrator of Regions 6, 8 and 10 on October 11, 1988 for a regional pooled fund study.
To collect, analyze, and summarize current applications of Quality Assurance programs and specifications in use and proposed by WASHTO States and other selected States and develop a model set of quality assurance specification that would be appropriate for implementation and use by WASHTO States.
